How does women carrying condoms around help to reduce HIV among women?

I don't know what is this dumbass thinking when he suggested this but I think, it should be SEXUALLY ACTIVE WOMEN WHO HAVE MULTIPLE SEX PARTNERS who should be the ones carrying condoms around. Why include all those poh poh and ah mahs? Or those ladies who are loyal to only one guy for the rest of their lifes? Or those married women who don't go screwing other guys behind their hubbies' backs? Or lesbians? Or those in the monastery, a.k.a nuns?

He talked about the statistics, but did he go further to determine WHERE did those stats originate from? Do you think it's possible for any of the above mentioned women to get infected with HIV if they don't carry condoms? Unless, of course, if they get violated by some mad fella who can't control their urges. And if that happens, what role does the condom play?
